His hair looks like a model cut and someone spent an hour on it before the pic. He's too clean and neat to be on the job and working. I dont see anything wrong with what he's wearing. Maybe if he was an employee he'd have steel toe boots and an orange vest on but from the looks of it he's his own boss. Heres another possibility: he just started working for the day. Or maybe im wrong....is Armani to be worn when doing carpentry/construction?
It's hard to pinpoint just one gender. It depends on a lot of stuff, as others have already said.
From my observations...I've seen a lot of women who start to neglect their appearance after a while. But I don't know how proportionate this is to the men who ignore theirs.
Most men, at least those middle aged and older, never really reflected on their appearance too much. Most are unaware/uninterested in how they project to others.
When women let themselves go they are much more aware of it. It's like they are trying to make a statement.
If you are good looking, you are good looking. A good looking person (male/female) can wear A, B, and C and look fine. You can't "polish a turd". Many people don't understand what that means.

No shorts, no tennis shoes, no sweat, no dirt....NO WORK!! Fake! Him and his $60 haircut!
AND.....I haven't even looked at his hands and palms yet. Anyone who swings a hammer a lot has water blisters and big calluses on their palms and underside of their knuckes. The balls that connect your fingers to your hands...palm side. Let's see those hands guy!
