There are several water bowl additives designed to keep plaque from hardening into tartar. It could also soften existing tartar. Helps brushing and/or hard kibble scrape it off the dog's teeth as they chew. That in turn can help keep their breath cleaner. It works by changing the pH of saliva slightly. A product I used for many years was Suzie's Tartar Liquid. Been around for decades.

All by themselves some water bowl additive may not be enough, but brushing, proper diet, providing hard chews, and regular cleaning (and what "regular" means will vary by the dog) will all help keep teeth and breath cleaner. How much dental care my dogs needed varied quite a bit. Some tendency for dental decay is hereditary.
