We had this! And as much as our dogs went in and out of the house, it quickly became a pain. We opted for flooring and tore the carpet out.

If dogs are out most of the day and let in once or twice it could work well.

We had a back deck to the yard and our dogs would track mud and dirt from the yard into the family room and the house. TBH, they were sweet but not terribly bright. My late husband used to yell all kinds of stuff at them to get them to stay on the rug at the entrance to dry their feet, but it didn't take. I got them to obey by using the single word "Stand!", spoken clearly. Each dog would stand on the absorbent rug and I would clean and dry her (all three were females) fee with a towel. It worked like a charm every time.

Bungalove...and it was your charm that made them "stand" in place to be cleaned up. My dogs always complied to my voice and tone more than my husbands.

We both have and have had dogs with smarts and common sense.

A stack of cheap bath towels (in nice colors, why not?) by the door, and a roll of paper towels, with a spray bottle with fresh water. Then your niece can put a towel on the floor for the pups to stand on, and spray and dry their feet. That's what we do in the rainy season (SoCal), and both dogs are used to standing on the towel. We actually washed the dogs' feet every time we came back from a walk in the early days of the pandemic. They got used to lifting each paw, one after the other, so we could wash them. Such sweethearts...
