I'm going through the same thing. We just moved into an apartment yesterday and we brought him in last after everything was done and immediately he began crying and howling even if we were in the same room as him. This is my first pup ( He's 5 months ) and we've only had him for 4 of those months, so this is all new to me. :/
This move was a big change for you even when you knew what was going on. Your pup is undergoing this change without having any idea what happened or why. He will adjust but it will take time. You will need to start from scratch with house training; dogs don't generalize well, so even if he was reliably house trained in your old apartment, begin again with reinforcing good behavior for pottying appropriately.
Keep him on his regular schedule, spend some extra time with him, put his toys out, teach him where his special place is (bed or crate), be aware that he may go backwards on his training but continue to be consistent and gentle while he learns that this new place is home now. Crate him when you can't watch him. Leave him one of your old t-shirts for him to snuggle on when you leave the house.
Be patient while he adjusts. Even the little things that we humans understand and take for granted can really confuse a dog, and this is a huge life change for both you and your pup.
Dogs are unique individuals just like people. I had one dog take four months to start feeling "at home." I had another one take less than a week. It takes whatever time it takes, but it sounds like you are doing the right things. Whatever you do, though, do NOT make a big deal of leaving them or coming home to them. Ignore them before you leave and once you return. Do not talk to them or anything. Cuddling, talking, playing, cooing, etc., will only reinforce their anxiety and make your problem exponentially worse.
