The DMV only recognizes PO Boxes for mailing purposes only. You still have to have a street address on file with them.

There are two to three parts to the smog check. Visual, functional, and tailpipe. The visual inspection verifies all the original emissions equipment is installed. Functional checks verify things such as the EGR, smog pump, heat riser, and other things are working. You can do these two parts yourself. The Bureau of Automotive Repair might even send you a list of what needs to be checked for your vehicle.

So if I understand correctly, the state doesn't require smog tests for pre-1976 vehicles, but parts of San Bernardino Cty would still require it for these older vehicles?

Cool Counties in CA that do no require smog

If I understand correctly, and I could very well be interpreting what I'm reading incorrectly.

Zip Code 92240 in Riverside county is exempt from smog tests, correct?

If this is so, why does the DMV refuse to renew my registration? I have two vehicles I need to go have smogged to renew the registration, and the only thing delaying it is my smog cert. one is an 84 sports car and the other is a 96 sports car..

Purchased a recently smogged 1997 model in Riverside County last year (Feb 2020). Tag renewal I got in April, 2021 claims I require the vehicle to get smogged. Doesn't sound right.

The smog certificate is valid for 90 days after it was issued. Since it's been over a year, you'll need to have the vehicle re-smogged.

I from a family of engineers that are hands on.
We build fast rides as a hobby.
Is is a cool hobby and very family friendly.

All of us were immersed in it one way or another at a young age.
My daughter even took the reins on a corvette build when she was barely 15 years old.

I guess we are just weird.

During the smog era (which is still here) we cheated left/right and any way in between.
Heck I still do.

I won’t share any of my hacks publicly but there are plenty.

You might want to do some lurking on the interwebs hot rod forums.
Just saying .

Good luck with that, a smog tech doing that would face a huge fine and loss of smog license.

Wait another year. Vehicles after the 25th year can qualify as "historic" vehicles. But, you can't use it for general transportation. Events/parades are ok. Best thing is, your VLF is only $2!

Only qualifies if:

Historical Vehicle License Plates are issued to motor vehicles or trailers that are:
  • Manufactured after 1922.
  • At least 25 years old.
  • Of historic interest.
