Ha ha, Haven't been on forum for a minute. As a local that has drank and partied 1000's of times all up and down bourbon street you will definitely see woman and men and sum you will have trouble identifying dancing and partying during Mardi gras topless nude doing whatever whenever really anytime a large enough crowd breaks out, this is a fact, lol. Keep your children out of the quarter after dark and during Mardi gras don't be stupid, lol. Oh yeah, these are professional partiers, use common sense or u'll be sorry. What wo, sum of the drunk tourists sum of the drunk locals sum drunk aliens freaks and lots of weed it's a freaking party. The population of the city triples with say a half million or better of the people ending up on bourbon street, lol. It's crazy big crazy controlled chaos, Course the mayor shut it down for COVID, which imo she had to, course that's a whole new post. I'd imagine going to Mardi Gras with the expectation of being titillated by topless revelers might be one of the bigger disappointments in life.

I've been to New Orleans twice for fun, many times for work.

The only time I've seen topless women was during Mardi Gras parades, and usually not dancing. Only lifting their shirt for a peek in exchange for beads. That was the best way to get the creepy men on the floats or balconies to toss beads or other prizes so other creepy men could record it on video. Even my somewhat prudish ex-wife (fiancé at the time) lifted her shirt a few times once she got in the spirit.

There was a totally wasted and totally naked woman dancing through the riverwalk park in broad daylight during Mardi Gras, but I'd rather not have seen that.

I did not see topless women at all during New Year's Eve celebrations, nor any of other times I've wandered around the French Quarter after dark while on work trips.

But that's out in public. There are countless seedy bars where women will dance topless for money.
