I found Jax to be lovely during the 27 years I lived there, and am glad I never ran into people like the OP mentioned. I didn't live in an HOA, but my parents did (Glen Kernan for you people that insist on knowing what part), and my mother constantly told me stories of some of the neighbors having issues with one another. They were older and close to retiring so they just stayed out of it.
It's been a couple months since then, but hope things are going well for you, KaylaN.
