I'm merely pointing out that a random survey of random Americans isn't necessarily going to give us an accurate picture of the actual state of American education. Such as the trope reflected in the survey that we need to "get back to basics" and have more "reading, writing and arithmetic." Because such opinions are unlikely to have much basis in reality or actual experience with real schools. But are more likely to reflect the constant drumbeat in the media from politicians looking to gin up culture war hysteria over education.
That is why people who have actual experience with American public schools, the parents themselves (or customers as you call them), have vastly different opinions about schools than the public at large.
What about those who had kids in school? What about those who actually hire and employ the graduates of the school system?
Whether it's PISA scores or public views, it's amazing how educators can find ways to dismiss anything that indicates problems within the system.
The people who have children in schools support their schools by large margins. And this is across all socio-economic sectors.
I don't think there are educators who dismiss that there are problems and challenges in American education. Not any thoughtful ones anyway. They simply disagree as to the what the actual problems are and what solutions are necessary.
There is an enormous movement by billionaires in this country to privatize public education, because there are enormous profits to be made doing so. Enormous profits. That doesn't mean it is what is best for the country or education.
We are actually in the middle of a big experiment now as red states like Missouri plunge headfirst into privatization measures through enormous voucher programs that will defund schools across the state, especially rural schools. We will soon know if that is the magic elixir that solves all the issues in public education. I'm skeptical to say the least. And I'm glad for the sake of my children and students that we live in a state that isn't going down that rabbit hole.
For me it is much of the issue hence my earlier post. People who pay are allowed to voice their opinions.

It's an Arizona retirement community that was built out in desert, and that was part of the deal for it to be constructed. Not my fault. And if we had to suddenly begin paying school taxes, I wouldn't complain.
