This is pretty much policy for all cruise lines that depart from the US. They make the drinking age 21, just to avoid any problems. Age for the casino is usually 18, tho.

Where problems can happen.. Let's say that the ship stops at Cozumel.. Well, drinking age in Mexico is 18(As I recall), so.. once they're not on the ship, they can drink all they want.. and, the fact that they usually have no tolerance. It can be a very bad situation. Drunk, in a foreign country. Yikes. The good news is.. oftentimes the authorities in those tourist towns have at least a bit of understanding and you might get a bit of a longer leash. Usually. Not always.

A few years back, when cruise ships were going to Cuba, I was looking at going on one of them.. My nephew, who I would take with me, would be 17 at the time and we found the drinking age in Cuba is 16. Didn't get to go on that cruise before they shut them all back down.

The thought of jumping overboard a ship has never crossed my mind while drunk. Not during my foolish years while high off God-knows-what either.
