I wish I knew what was taking them so long. I had read that the hold up for making the switch was the completion of the Prospect Mountain interchange. In other words, NY 17 had already been upgraded to interstate standards and all they had to do was switch the signs. Prospect Mountain was supposed to have been completed in December 2020, but I've seen nothing to say whether it was or not. NYSDOT's project page hasn't been updated in several years, and when I tried the "contact us" feature, the message bounced back as undeliverable.
I’m wondering if it is a matter of funding, but that is only a wild guess.
