Yes, of course. Whenever they do recruiting, they advertise on WDKX, the main local urban station. Good marketing, if that is your target market. The minority owned station also gets the advertising revenue.
Good luck to all of the recruits, but I would prefer that the BEST candidates get hired whether black, white, green, male, female, gay, trans, whatever.
I think that is the case, but just that it is done within the framework trying to be representative of the community they serve.

Something else I just thought of, but this list also doesn't include school districts such as Menands north of Albany or Lyncourt just north of Syracuse that are Kindergarten to 8th grade school districts that would likely rank high on this list. Menands might even be #1 if it was included.

Lyncourt students after 8th grade can attend either Solvay or East Syracuse-Minoa High Schools. Some have a history of attending Bishop Grimes Jr./Sr. High, a Catholic HS in East Syracuse. Ironically, Solvay and ES-M have an agreement with Onondaga Community College in regards to free tuition: https://www.syracuse.com/news/2016/1..._students.html So, in turn, you could be from Lyncourt and either HS option allows you to attend the community college for free. If you are looking for a very small, culturally diverse private college in a small town, but within minutes of smaller cities(Auburn to the north, Ithaca to the south and Geneva to the NW) and a little over an hour from Syracuse and Rochester, this may be one to look into: https://www.wells.edu/ https://www.wells.edu/employment
According to this list of the most diverse cities in the US, Rochester is the highest ranking Upstate NY city(152nd overall out of 323 cities, 42nd for mid sized cities). Next is Syracuse at 176th overall(43rd for small cities) and Albany is third at 193rd overall. Buffalo comes in at 230th overall(66th for mid sized cities).
