Why people continue to be surprised when a drunk person does something impetuous, to expect a drunk person to behave in a rational manner, or keep trying to reason with one is beyond me. They're DRUNK!

The minimum drinking age on Royal Caribbean is 21. So if this man was drunk, someone has some explaining to do; either the crew for serving him, or other passengers for providing him with alcohol.

I have read that the cruise lines can serve alcohol to those under 21 with the parent's consent while the ship is in international waters. Of course I read that on the internet so it must be true.

But as bus man said above, I'm not certain if RCCL has that waiver in place.

Remember, like with an airplane regarding airspace, if a cruise is on the territorial waters of another country (as is often the case in the Caribbean, a popular place for cruises), then the laws governing the ship are those from the country the waters belong to. In many countries, 18 is the minimum age to legally buy alcohol.

Royal Caribbean bases its alcohol policy on the port of embarkation, not the particular water in which the ship might be sailing at any particular moment.
