We just refreshed a couple of our family's tablets with Samsung Galaxy Tab A7 64GB. Purchased from Costco for $180 each (on sale). You should be able to find them around $200 for the 32GB version normal price. They are a good all around tablet... not high end...
If you want to run a tablet on cellular, you phone should be capable of a mobile hotspot w/ cellphone service for it. Then you can just connect the tablet to your phone via wifi.

And the use as a mobile hotspot function usually comes with a data cap on the number of GB.
For streaming most streaming streaming services allow you to download for offline viewing. Netflix, Amazon Prime Video, and Disney+ even allow you to download to a microSD card.
OP: What phone do you use? Apple or Android? That's the type of tablet you should get.
My phone is an iPhone and I was at Best Buy today, talking to a tekkie about my issues with my fire 7. He told me the same thing someone else in here mentioned. So I’m going to get one of those iPads. We talked for quite awhile about the differences in the Apple, android, fire, etc. Heck what do I know, but learned a lot today. Really didn’t want something big but there really isn’t too many choices for something small.

I just upgraded to a Samsung Galaxy Tab A8 in Pink Gold. One thing to remind you, don't go with the lowest amount of storage. For my A8 I went with 128GB storage. On my A7 I was running out of capacity, which gave me a reason to upgrade to a tablet with more storage. Otherwise, for the average user you don't need anything high end unless you are into gaming or graphic editing.
BTW, the day after I got my new A8 on Saturday, I listed my old A7 for sale on Sunday. I was originally only going to attempt to sell it locally but decided to sell it nationwide from the start. I listed it on four platforms - eBay, Facebook Marketplace, Mercari, and Poshmark, and it sold on the same day for $110 with free shipping via UPS Ground on Facebook Marketplace. I think I made a good move by listing nationwide from the start.
