just like the title says the question is; does anyone write while on the clock, at work?
If so, how's the experience? What are your concerns?

Yes I write while at work. I have an office space in a prison facility with my own computer and semi secure internet connection. My job is reactive in nature, I respond to those who come to me with a problem, so when nothing is happening I have some freedom to tap away at my book series.
My boss once caught me writing and asked about it. I told him and he loved the idea. He told me my job is to be present and available. If I am in my office, awake and alert, and available, then I am doing my job. Since then I've gained a little notoriety around the facility for writing a book series.
I've got people in admin and supervisor spots proofreading my rough drafts, and a bunch of uniformed CO's that said they'd like to buy my work when it is done.
It is definitely freeing to know i have this opportunity. Any input from anybody else?
In a previous career, I held a position wherein we reacted to problems. When there were no problems - which was most of the time - we had to fill the time. There were occasional projects, but it was also understood that we would simply be free to entertain ourselves for a fair amount of our time on the clock.
So I spent a lot of time writing. At least one of my supervisors was aware of it.
I did things like that when I temped and really could care less. The jobs were only temp anyway. Most of the time I was stuck at a desk and given nothing to do, so if I could write stuff on my computer at least it looked like I was busy.

I was emergency temping for two months. There was a lot of down time. One of the men suggested I bring a book to read. 'Bring one? I'm writing one!'

They, too, were fine with it.
I wouldn't have 'stolen' time from them, though.
There were times when I felt a little guilty about 'stealing time' but my boss has and still does assure me that being at the facility and available is me doing what I'm paid to do. Writing is just a way to keep myself awake. I have coworkers who watch television shows on their computers. Someone once told me that at least writing is a productive sort of time waster, more so than surfing the internet.

Oh, I didn't mean that at all...as long as your employers are fine with it, great. IF they had told me, 'I want you manning that keyboard for the ENTIRE eight hours!' I would have thought twice.
I do not really have a clock at work. I have work that needs to be done. I work until it is done. My wife is a librarian and often works from noon to 9 p.m. so, at the end of my day I often stay in the office and write rather than going back to an empty house. Sometimes I work on writing a lunch. Sometimes I get wrapped up and end up working on it for several hours, then I stay late to get my work work done. I often do bits of research that occur to me either at lunch or when I need a break for a bit.
i am semi retired and self employed. So i can write on the job. My boss (me) thinks it is ok.
