People in DC can vote for the president ... DC is a city with residents. It isn't just government officials.

In the UK Wales, Scotland & N. Ireland all have elected 'devolved' governments, in the UK only England isn't afforded that particular privilege. The UK is only the size of one US State and smaller than Australian territories. Obviously each district in the UK, including England elects their local MP's to represent them in Westminster.

The size of some provinces in Canada and states in the US baffles some from the UK.

They seemed shocked, for lack of a better word, when they realize that you can fit four UK's into British Columbia, and BC isn't even the biggest province.

Every Brazilian state has an elected governor. The governor is responsible for a great number of schools, roads, parks, prisons, and many others attributions. Many taxes are paid directly to the state.

Being a large country, every state is like a equivalent of a smaller country. The governor can be as important (or more) as the country's president for the population of each state.

It's common to see governors being a little or totally divergent from the president. We have a conservative president, but there's a state with a communist governor, and my state has an openly gay governor. It's really like a lot of different countries mixed into one.
