If you wanted to choose a Spanish speaking country to live/work in, which one would you choose for a family? (houses, unemployment)

Someone had posted a chart on these forums that compared unemployment with Mexico (which is at 4.8%) and Spain was around 22%. I couldn't find the post anymore, so I searched on google and found this newspaper that claims it's 21.3%, so I was off by very little.
As I posted before, the unemployment figures include people that have taken early retirement. Anyone that voluntarily retires before the age of 65 is classed as 'unemployed' even though they are not seeking work. The figure also includes those people who have found a job and are waiting to start in the next two weeks. Another aspect to consider is that our main industry is tourism so the unemployment figures will be considerably higher in the winter than the summer. Just depends when you do the count. I read recently that the average rate through the year is about 14%
The figure is high, I wouldn't dispute that but not as high as the figures indicate.
You could choose Spain, but away from large cities.
Barcelona is very expensive and crowded, Madrid is even more expensive and the weather sucks.
There are many areas that are very nice, not as expensive.
Extremadura, Galicia, inner Andalusia, etc.
Looks like we will be heading overseas for a few years. We have 3 children and they will be elem/middle school when we go.
We are thinking a Spanish speaking country is where we would like to live as DH and I know limited Spanish and we both really NEED to learn more for our jobs even in the USA.
So.....where would you choose with a family? We aren't as "into" nightlife anymore, but it doesn't mean it would be a negative, we just wouldn't utilize it much.

Chile is easily the most stable and prosperous Spanish speaking country at the moment. Alot of people on here said Spain :S. Spain has 50%+ youth unemployment and 25%+ unemployment country wide. It has growing waves of nationalism and instability too because how the EU is treating them. Spain would be one of the LAST Spanish speaking country i would recommend to anyone trying to live their life and raise a family. 2 week Holiday ? yes. Living ? no.
You don't have to be sorry, most of Spain, including rural Spain, has higher GDP per capita and higher living standards than Northern Ireland.
You don't live in a poor country but NI is not England.
