The whole idea of the video interview is to be more like in-person, in other words to see the body language, facial expressions. That makes it different from a phone interview.

I used to have remote interviews before the pandemic in the car outside of starbucks. Just to get free wifi and not inside because too many noisy people. Many many years ago, Starbucks used to be a real cafe and is quiet enough for interviews or meetings but no longer. I can go to a Panera Bread if there is one nearby since they usually have more space.
i have a video phone interview. Can i have it in the car as the backdrop? Or is that frowned upon? I will have a suit and tie on
I would say it is acceptable. They know you are currently working and have nowhere else to go where there is privacy. Act professional, look professional, explain the situation and good luck!
I actually know a number of people who have meetings and interviews in their cars in recent years (and especially now with the pandemic--sometimes it's the only place to get some quiet). Some of that might just be my industry (real estate/architecture/construction)--we are so oftentimes away from the office when we need to have meetings. But it doesn't seem weird to me.
Make sure your car is clean--no cheerios covering the seats or dog carriers. Remember to clean the dog's nose prints off the window too. Don't use a fake background.
And also remember that your car is likely not sound proof. So make sure you park away from coworkers who might be able to hear you as they are returning from lunch or whatever.
if you can't find a quiet place at home, goto the car, a jacket/shirt/tie at least.
Find a quiet parking lot (hoping there is not like loud trucks, police chases and/or firetruck/ambulance station near by) and do the interview there and be sure your background isn't cluttered/messy.
