Trust me, it was a corporate card - but you're right it was essentially a personal card with a lot of rules. It had both my name and their name on it - BUT - they pulled MY credit report and it was approved based on my credit history. There were employees who couldn't get a corporate card because their credit rating. You had to submit an expense account, have it approved and the company transferred funds for payment.
If you either didn't process your expense account or your manager was slow to approve and it resulted in a late payment, it went against your credit and you personally had to pay any late fees. You weren't supposed to put personal charges on this card - and you weren't allowed to pay corporate expenses with a personal card. I worked for two large insurance companies and they both operated like this.
