The places I am familiar with already have long time poll election judges and the only time they give up that job is if they die.

Here it's not worth it. It's something ridiculously like 12 hours and 100 dollars. Eff that. The city where I lived, people were prone to be disorderly. Also, they have to "confirm" you actually did the work. Which means you get it a month or 30 business days later. Maybe it's done differently other places, but really not worth it here, but there's a lot of unemployed people willing to do it.
