When advertising a start up firm by sending out newsletters of current events, do you have to first obtain permission from the prospective recipients or can you just send them to every business/individual you are targeting without notifying them beforehand?
Laws concerning this might vary per state. Yet you do not mention the state where you want to start your CPA firm, or the state where you want to approach prospective clients. What you also do not mention is what form those newsletters would have. Would they be electronic mail, or physical mail? That also might make a difference in what is legally allowed.

I've seen new H&R Block offices send out a post card with a 15% off services coupon (bring in the card) to residents within a certain radius. This method is cost-effective and eye-catching because people want to save money. Newsletters tend to get tossed in the trash because most people regard it as junk mail.
