Well, that's what I thought this case was about as well. But here's the thing, as soon as she was gone all the changes were reversed.
Delaying expense reimbursements is a stupid thing to do. Yes, the company will benefit slightly from a cash standpoint, but it is unethical and will annoy your employees.
I have similar thoughts about your wicked witch's policies on leave. If you have a problem with employees taking their leave then quitting, don't give them their entire leave at once. Have people accrue it monthly. Granting leave then telling people they cannot take it is a really good way to antogonize your workforce.

Yes, from what I've been told, her decision to withhold expense reimbursements, insurance payments, etc. was to keep the money in the banks to get more interest. I certainly was annoyed about the not being able to take our leave. I know my boss is the person most annoyed by this. Why? Because he has like 8 weeks of PTO, and he just took them randomly back in January. He took almost the whole month off, actually, without informing them first. He basically didn't have an income almost the whole month. I lost a few days myself.
Again, we lost several good people. They went to work for competing firms. I think the corporate heads caught on and reversed the changes.
