OSHA-Certified But Still No Work?! (employer, job, health insurance, benefits)

I know someone who has 13 yrs of work experience, but not recent experience due to the economy. He very recently renewed his OSHA certification, but still can't get work. The employer's reason: Because it's not recent, it's still no good. First the employers say they need him to be certified to opperate the forklift machines so theres no liability, plus it's the law, and now that he has it, it's no good. What do these emploers want? Whats going on in the job market today.
My friend thought the purpose of getting RE-certified is to not only get refreshed on the equipment he once used for many years, but to show any prospective employer that he's certified and is of with OSHA
compliance! This is getting scary that with even cetification you can get work! Any thoughts on this?
Yeah I tried to get a night job loading trucks a few months ago. The job is literally picking boxes off a conveyer belt and putting them in the back of a semi. Couldn't be anymore mindless. Couldn't possibly require less talent. Did the same thing in high school.
But because high school was ten years ago....not good enough! We need more recent experience.

No recent experience due to economy? The industrial industry is booming right now and has been the past few years. If he has been out of work maybe the fact he's blaming the economy/others is the problem.
He also had a medical issue for a while where he couldn't work (yet it wasn't severe enough to get disability benefits). He couldn't get it taken care of for quite a while due to lack of health insurance, but he finally got the surgery he needed. Now he's trying to get back in the work force, but having zero success.
