I would say NY would be better since they have many companies. However, it depends on where you would be happiest. Some people cannot handle living in large cities while others freak out over the idea of being stranded in rural nowhere. If you want to start at a slightly higher level then you should target smaller cities and work your way up since larger cities tend to be more competitive. However, if you have a couple of degrees and some experience then you could potentially earn more in cities like NYC.
I have a friend in West Virginia who is practically the PR and Marketing department at her business. She got the job six months after graduating with her Bachelors. However, I doubt the same thing would happen in a larger city with more competition. At the same time, you should keep your eyes open for businesses in smaller cities or towns which need a PR person. Have you thought about networking with other PR professionals on LinkedIn?
Starting out PR in NYC pays around $29,000 and the majority of jobs are based on "who you know". I would intern in more than one city before you pick where you want to live.
I would also suggest the Washington DC metro area because of the thousands of associations and nonprofits based there, In-house communications and media relations departments are central to these operations.
Consider joining the Society of Associations Executives, or at least visit their site. Check out the job board for positions in communications--there are hundreds.
