What is up with these stores, shops, and businesses that 'everyone says is hiring?' You go, you apply, you are qualified or overqualified and then you get rejected within minutes or hours (applying online is a must). Then they still have signs up 'hiring?' I've done EVERYTHING to find a job from retooling my resume to fit each job to going to try and get a store job to networking.

I am at my wit's end, like many of you. What can we do?

We can do little to nothing about it :

Reasons : Employers post but are in no hurry to reach in their pockets and pay your wages .

Employers post but in reality alot of times they hire from within .

Employers have 600 people standing behind you waiting to be hired just like you so its of no consequence to them if you are overlooked and ignored.

But what goes around will come back around...

Employers treat employees now like they are definately expendable and replaceable .

Why ? Because they can.

They just advertise they are hiring to satisfy EEOC requirements they recruit from a broad range of people, hoping to get a diverse applicatn pool, when they know all along who they are going to hire.

This is true.

If they hire a person with experience, they have to compensate competitively.

They prefer to hire an unqualified person and train him/her.

All I can tell you is that I just got hired, after several like companies did not hire me. The company which hired me said that they had a lot of applicants, but I was always their first choice. Try not to take it personally, you are just at the mercy of whomever interviews you.
For example, I was well qualified for several banking jobs, but I am older. I was interviewed by people who were younger than my children. I think this put me at a disadvantage. I was finally hired by a bank in which the manager is only a few years younger than me.
As Dr.Phil says, you have a better chance with 10 hooks in the water, than with just one, so get a lot of hooks in the water and you'll get a bite.

I hear ya. I've been EXTREMELY frustrated with a local company that I applied for because of that. I have a degree in Product Design which is a highly specialized field to begin with, and there are basically 2 places I can work for in my city with my degree. One of which I got let go from this spring. The other one is a large, nationally known Co. and when I first got let go I saw that they had a job opening originally posted in late Feb. I applied on in April. Then they posted a second position. As of today, they are STILL showing 2 postings listed, including one new one. I got my form letter rejection email in late July. And this is after I had two different people with their company and in the dept. I want a job with look at my resume and samples of my portfolio and passed it on. One of which was alumni from my college. I even had a project from college that was the design of a product they manufacture, and I think it was some of my strongest work!

Either their expectations for qualifications are entirely unrealistic, or they have no intention of hiring anyone. I just find it insulting that they can't even spend a half hour interviewing me when I live in the same area! On the other hand I've heard several horror stories about their management so maybe they are doing my a favor, but I would still take the risk of working there just to find out for myself.
