i don't know if my tiny town is what your lookin' for: Webster, WI matches the description. Mainly because you can walk/bike across the town, not to menton the gandy dancer and beautiful hiking trails we have around here

Default Sheboygan

I don't think anyone mentioned this but the correct answer is Sheboygan, WI. It is a bit "larger" at around 50,000 however, it have EVERYTHING you'd ever want. It has the features of the city (shopping, nightlife, and restaurants), but has all the things you're looking for! Sheboygan is right on Lake Michigan with miles of shoreline, the cost of living is extremely cheap, there is barely any crime, and it can be easily walk-able as well. I would highly suggest for you (or anyone for that matter) at least giving it a look even if it is a bit larger than you'd like.

The beach is wonderful in the summer months! It felt like we were in Florida

I've always been partial to Door County. I love the little towns along the bay or lake...and Peninsula State Park is wonderful.

Kohler State Park is definitely worth visiting. It reminded me more of the North Carolina shore than FL beaches, but it does have very nice sand and shallow water which is great for the kiddos. Definitely warm enough to swim in August. I was pleasantly suprised that such a place exists in WI. It truly feels like you are on vacation in another place much further away.
