All booms end. Even if it's nowhere near where it was, doesn't mean that there aren't jobs there. During a boom, people get hired because they have as pulse.

Maintenance jobs are great.
Much of the drilling has gotten more and more efficient. "Efficient" means that it's getting done with less people and equipment, but less is not the same as none. Places like Williston, Watford City, Dickenson, will continue to replace the cheap, crappy places to live with better stuff and rents will come down to earth, but pipefitters, welders, drivers, electricians, programmers will still be needed.
The media keeps reporting that it takes $60/bbl oil to make money in the Bakken, but it's likely that $20 pays for a lot of the new stuff. ( Where $20 is the price at the well and $30 is the market. )
It's great to have an economy where there are good-paying jobs that don't require someone to spend four or more years of their lives getting into debt and getting degrees in stuff that they never use.
The new airport will be great to have and will be busy from the get-go. I just hope they leave a lot of room for infrastructure.
