Punishment instead of rehabilitation is only going to make people not wanna get caught. You need to show them what it's like to live a healthy civil life, so that they'll want to live lile that once they get out.
Prison in the US creates criminals. If you're not a "criminal" when you get there (i.e. you got sent in there for something minor like weed or by accident like accidental manslaughter) you're gonna be one when you get out.
Yes. The Halden maximum-security prison in Norway, which is notorious for being almost a hotel has like a 25% reincarceration rate. The ones who wants revenge might be unhappy, but it's clear that the system works.
