[EDIT]: By the first measure, I am NOT referring to monthly average or record low daily maximum, which only needs to hold for 24 hrs, but highest temperature achieved in that (winter) month. In other words, sort all months in your station's/stations' POR by highest temperature all month (i.e. it needs to hold for 28 to 31 days!) and take the minimum. The second measure is simply the converse. While you're at it, do the same for calendar years.
Format is:
Coldest monthly tmax, warmest monthly tmin. Coolest annual tmax, mildest annual tmin.
Washington, D.C./DCA (por beg. 1872): 44F/7C in Jan 1881, 67F/19C in Jul 2012+2011. 92F/33C in 2004+1886, 21F/−6C in 1949.
IAD (por beg. 1962): 48F/9C in Jan 1977+Feb 1969, 63F/17C in Jul 2012. 91F/33C in 2004, 14F/−10C in 2012.
Baltimore/BWI (por beg. 1872): 45F/7C in Jan 1881, 67F/19C in Jul 1931+1887 and Aug 1939. 92F/33C in 2004+1886, 20F/−7C in 1949+1937. I normally steer clear of using BWI for temperature records but the Customs House station in downtown was located on a rooftop and I simply did not feel like threading the data from there with the current city station, the MD Science Center.
Pittsburgh/PIT (por beg. 1875): 34F/1C in Jan 1977, 62F/17C in Jul 1921. 87F/31C in 2004, 13F/−11C in 1931.
Coldest monthly tmax: 8F in January 1985
Warmest monthly tmin: 80° July 2013 (UGH!)
Erm...by monthly tmax I meant highest temperature all month, and likewise by monthly tmin. Sorry for the confusion. If there isn't a pre-existing thread for record cold daily max+record warm daily min, I'll get to it some time.
For BDR the four figures would be presently: 36F in Feb 1978, 64F in Jul 1994 for monthlies and 88F in 2004+1962, 15F in 2002 for annuals.
Is it ok if I go with my old hometown, Helsinki? The stats are easier to find, and even then only from 1961.
Some records are from before that period, and they are STILL not digitalised. Lazy FMI.

Ah, the months! Can't remember them but October is 2002 and January 1987 at least.
Coldest monthly max......41F (5C) in Feb 1978.
Warmest monthly min.....68F (20C) in Jul 2008.
Coldest annual max......91F (33C) in 1972.
Warmest annual min.....20F (-6.7C) in 2002.
Central Park's coldest monthly max was also last set Feb 1978, tying Jan 1881+1875. There might be more, but too many months with 5+ days of missing data (including Feb 1934), so NOWData may not be complete. Shame. Coolest annual max also 91F but in 2004+1960. Warmest monthly min is 66F in...you guessed it...Jul 2008. Highest annual min is 19F in 2002.
JFK apparently kept no records from Jun 1950 to Jan 1959, but that shouldn't make a difference. Corresponding numbers are 40F in Feb 1978 (that awful blizzard must have contributed), 65F in Jul 1970 and Aug 1980, 89F in 1967, and 18F in 2002.
For the furnace that is EWR, 40F in Feb 1978, 66F in Jul 1994+1993, 93F in 1976, and 18F in 2002. Won't do ISP b/c POR is too short.
Coldest monthly max......24F (-4.4C) in Jan 1985.
Warmest monthly min.....52F (11C) in Jul 1947.
Coldest annual max......85F (29.4C) in 2004.
Warmest annual min.....-14F (-25.5C) in 2006.
