Besides desert climates where nothing grows at all, are there any regions of the world where palm trees are unable to grow, despite lack of frosts? It seems that palms are everywhere warm, but it's hard to imagine they are able to grow in just about every type of climate. By warm, I don't mean some high-latitude oceanic climate where palms can't grow, I'm thinking more about tropical regions.

Places that are very high elevation in the tropics such as Cerro de Pasco, Peru I don't think could support palms... maybe I'm wrong here
