I accidentally waded into the Pacific Ocean in February in Long Beach, Washington. I don't know what the temperature of the water was but it was very cold. Still warmer than the air though probably.

Anyways, back to the original question, I used to regularly swim in 18°C pool in early June every year when I lived in NY. Can't do it anymore since I moved to Phoenix, coldest I can tolerate now is 28°C, and prefer 30°C+. My test is if I can't just walk down the steps comfortably, it's too cold for me
I swim in the puget sound every summer, (without wetsuit), The earliest I have swam was in May. These are the Average temps of the puget sound around Seattle.

That being said the coldest was probably at Baker lake, which is a glacier fed reservoir (dammed lake/river) at the foot of mt. Baker. I don't know how cold it was but it was very cold, probably between 45F - 50F, I was around 10 yrs old back then.
When we were teenagers, we would wait till it got really cold in the winter, and we would fire up the spa and sit in it. Then, for fun, we would jump into the icy cold pool and then jump right back into the spa. Your skin would be on fire.
I know it was pretty cold because the pool pumps were set to come on so that the water wouldn't freeze and crack the tile.
I had a swim in Pangong Lake (India- Jammu and Kashmir) last July. Incredibly cold, could only stay in the water for at most 90 seconds. It is about 4600m asl and therefore cold all year round (air temp was 23-25˚C that day). Down our side of the coast we could see glacial ice 50-70m above the water's edge. So pretty damn cold, took about 10 minutes to warm up.
