Around 25 degrees F in early spring. It feels fine if it's calm and sunny and you're being active.

The same weather in fall would feel cold, because the sun is weaker and your body has not yet acclimated.

Outside until it was about 10°C/50°F or so.

But i stood several times on my balcony when it was below freezing in short sleeves could handle that for a few minutes without getting cold.

But usually i only wear short sleeves when going out when it is above 17/18°C (62/64°F) i could most probably hand cooler conditions but i live in a highrise with full of other people and i would probably get weird looks, when i would go out at conditions of about 10°C..

I was stuck in a t-shirt and shorts for 20 minutes on a cold night during my freshman year of college when I locked myself out of my dorm building. The temperature was somewhere between 40-45F, if I recall.

I've also been in a hot tub on the top deck of a cruise ship off the coast of Alaska. It was around midnight, with wind chills in the mid-30s F.

Under 15 C I systematically wear long sleeves, but I start wearing short sleeves already with 15° C which is not that mild.
I notice a lot of people wearing thick sweaters at that temperature; conversely, many (mainly young) people obiously underdressed (short sleeves, shorts) under 15°C. Obviously a lot of people are not able anymore to dress comfortably conforming to the season.

I remember really enjoying a frosty morning in Wyoming while wearing a T-shirt. There was no wind, and the sun was shining, but it was definitely below freezing. In a moister climate, I put on long sleeves below about 50.

Probably started at 50f and up to maybe 55f by the time we went home, overcast and slight drizzling off and on. Was out for a few hours, outdoor event. Was fine, would do again.
