...can hike and mountain bike to over 5000' elevation here from some neighborhoods (like mine), and stay within the city limits or state park boundary

South FL's climate would be ideal if it were at like 20,000 ft in elevation.....would be like 70-80 F cooler.

3000 ft would be ideal for me.
