This is a pretty nice climate. Very cold winter with a moderate amount of snow and the summer looks very comfortable judging from the averages. Only the record humidexes look quite high, but i suppose this is not the norm.
It's also very sunny which is another plus for me.
This gets an A-, - because of the very low windchills- but anything else looks good.

I haven't experienced winters as cold as Thunder Bay (though would like to), I gave it a B grade mostly because the rest of year is nice, especially summers which are rarely hot. I doubt that living in a climate with too cold to me winters would make me like hot weather, anyway.

Summers are ok, winters are a bit too cold, precipitation is too low and sunshine hours are perfect

I give an E as a token of being super generous. I find that the summers are a bit too short and not quite warm enough to suit my tastes, and the winters are also far too long, cold snowy and severe by comparison of where I currently live in the Lower great lakes region.
