Every 2 years isn't often.
Anyway those snow events are small giving a dusting if that. Also the further east and rural you are the more snow typically around 5cm every year at best.
Btw I would rate this climate D- But maybe a C depending on my mood.
Every two years seems often given the average temps. The winter average temp is slightly lower here and the record low is also slightly lower, but snow has been a 1 in 25 year event. I guess all climates are a little different though.
Yeah Meda is located on a continent so cold air is less moderated. Also when I was typing the record lows in my head those lows were reached on the coast. So further inland -8 or so would be the record low.
In any given winter -1 would be the lowest average temperature.

Looking at those averages and record lows, it looks more moderated than here.
C. Winters are too mild, and record lows are bad. Summers are too dry. Summer temperatures are good, and the rainy winter helps offset the anemic temperatures.
