Wow, Juliaca looks crazy with highs in the sixties and lows in the teens in winter! Alma looks like it could be an Alaskan climate aside from precipitation patterns. Those are the two I liked most out of the choices, and even they're not great. I'll go with Alma.
If I was going to be at 10,000 feet or higher, I would prefer to be as close to the equator as possible.
