London certainly would have more days when the weather wouldn't stop or impede you doing things outside and which wouldn't require A/C or heating, but I went with Toronto anyway for the guaranteed summer thunderstorms and winter snow, plus the higher sun year-round.
Normally I'll take sunshine and cold over very cool and damp. However, Toronto's sunshine in winter is pretty poor. Summer in Toronto seems to be cool also, and winter has two solid months below freezing. No thanks. I'll take the green and cloudiness of London.
