-33C in a dry climate would feel a lot better then a -10C in a wet climate, such as Britain.

Once you are below 0°C that doesn't apply.

Cold rain feels colder than snow, comparing say +5 to -5, but once it's all ice and below freezing -10 will not feel as cold as -30!

Yes. Ask any Canadian and they will tell you a dry -30C would feel better in Winnipeg then a damp -15C in Toronto. Damp cold chills you to the bone, and I'd probably rather be -20C and dry, then 1c and heavy rain, when outside

It depends on how severe the cold is... -36C with any amount of humidity is going to feel worse than -5C at least for me.

Im thinking you would feel BA could be rather chilly if you catch one of the cold spells like the ones we had this winter. Lowest temperature we had this winter was 3 celsius, but it honestly felt like A LOT less cause the humidity was HIGH (more than 90%) and a thin but consistent rain was pouring. Granted, this low temp is very unusual here, but if you catch one of those 3 celsius very humid days, you probably feel as bad as in Canada.

Im telling you cause it was a Saturday and I have gone out and was returning home walking at 3 AM, with 3 celsius, rain, high humidity, adn drunk. LOL. It was SOOOOO cold. I mean, if I wasnt drunk, i probably would have take a taxi (only had to walk 4 blocks to home though) LOL. The feel of that cold i will never forget.

Again, it shouldn't make any difference when both temperatures are below freezing.
