It depends on how severe the cold is... -36C with any amount of humidity is going to feel worse than -5C at least for me.

Im thinking you would feel BA could be rather chilly if you catch one of the cold spells like the ones we had this winter. Lowest temperature we had this winter was 3 celsius, but it honestly felt like A LOT less cause the humidity was HIGH (more than 90%) and a thin but consistent rain was pouring. Granted, this low temp is very unusual here, but if you catch one of those 3 celsius very humid days, you probably feel as bad as in Canada.
Im telling you cause it was a Saturday and I have gone out and was returning home walking at 3 AM, with 3 celsius, rain, high humidity, adn drunk. LOL. It was SOOOOO cold. I mean, if I wasnt drunk, i probably would have take a taxi (only had to walk 4 blocks to home though) LOL. The feel of that cold i will never forget.

Again, it shouldn't make any difference when both temperatures are below freezing.
