I would be careful, CoL is not bad for the water / view, but... best jobs (not necessarily entry level) and lowest CoL is Tri-Cities. For entry level on the we_tside, I would personally chose Bellingham (as it has a seasonal workforce + nice area), live on the outskirts (Ferndale, if you are going to do community College).

Or do a farming community for the summer and fall. You can work like a dog on a Berry farm near Lynden (Bellingham) for the summer.
