Isn't the precipitation measured at SeaTac? It can rain in other areas when Sea Tac doesn't register anything. Sometimes it's raining by us and not in other parts of the Puget Sound (and vice versa). There are many microclimates, as well as the convergence zone which can dump rain in Snohomish County and leave Seattle dry.

I'm really liking the cooler summer we're having this year, I hope the cooler weather will decrease the chances of wildfires and smoke for this year's summer, I don't mind the cloudiness at all either.

Absolutely correct. Micro climates are indeed a thing in the Puget Sound region.

Yes, in fact it was raining steadily when I left home in Sammamish this morning, and it continued but much lighter through Issaquah. It stopped in Bellevue, then more rain on Mercer Island and on the I90 bridge. Went through the tunnel into Seattle and it was bone dry.
