THIS! I know for a fact that a smaller, richer school district was sending their special education students to the bigger, neighboring school district, they had a barebones SPED program while the bigger district offered more, and they would overlook racial violence (in essence forcing the students to move to a different school district) because the parents of those kids would bully the administration.
