Have something to cover your head when it rains. I tend to run hot( I'm usually warm, and rarely feel cold), so much of the year here when I'm outside I'm wearing a shirt with a sweater or sweatshirt over it, and a water resistant/ water proof hat. May to October I live in shorts. Being outside here is rarely very cold. It's cool and moist, good for the skin. It bothers me when rain falls on my head for very long, even if it's not hard rain. Keep the rain off of your head, and the weather will be much easier to take. Going for a hike in the woods in the drizzle around here is actually a very pleasurable experience. Dress for it.

I wish I could say the cool/moist was good for my skin. I get breakouts of deep cystic acne on my forehead and it takes months to heal up, and it gets especially worse when I spend lots of time outside. Only happens in the PNW for some reason. No fun.

On another note, the parks and trails in Bellingham are some of the best, year-round. The air is delicious there.

Then bring some stuff to keep you warm and dry when you get off the plane. Shop once you get here (and see what other Bellinghamites are wearing). Just keep in mind that you're more likely to get a drizzle than a downpour and "cold" in Bellingham is more likely low-40's rather than below-freezing.

You might actually need a raincoat three times a year. I'm a native Northwesterner (was actually born in Bellingham) and I've never bought a raincoat. The weather is just too changeable. You can get rain in the morning and sunshine in the afternoon.
