I get what you're saying, but my point is that this won't be a matter of public policy or traffic control. So much of our economy is interconnected that I don't necessarily know how much flexibility everyone has.

I need to be answering phones, faxes and emails during the day when clients are in touch with me. Not at 6 am or 9 pm. I imagine the federal workforce, lawyers, lobbyists, news organizations etc. are largely the same way.

Technology and gas prices have shifted more of the workforce into flex-time and telecommuting, and I expect that trend to continue for years to come. But it won't make an impact on the traffic around here.

Yes, this is the correct answer. There is also a great deal of federal National Park Service land there along the river as well.

Yes. Howard Rd is an option, but it's extremely congested!!! It's very annoying and time-consuming to do a U-turn from Pennsylvania Ave East to get on 395. It's becoming quite dangerous as well! What are your thoughts?

Are you not aware this problem is currently being address with the new 11th Street Bridge?

Freeways to Virginia just encourage Virginians to bring their cars to the District. We don't want that.

The new 11th Street Bridges ramps are already under construction and should be completed by the end of the year eliminating the U-turn on Howard Road and the left turn lanes on Pennsylvania Ave as well as reducing traffic on the Sousa Bridge. The new bridges are already in used with the local bridge opening this summer.
