You mean, categorizing the homeless people by names? So, you can look up your kids or your parents or whatever, that went rogue? I think it's a good idea.
This may not help your situtation but I thought this recent news story was relevant. Last week a family in New England recgonized an AP News Paper photo of their missing son living homeless on the DC streets.

Well to have that sort of centralized service means that there is a database or record of all of the homeless people. That's one of the issues with homeless people; many are off the grid. They aren't in databases.

That's one of the few good things about being homeless.
You don't have to be in a record that enables the system
to spy on you and know things like how much money you
have or do you have a job.
Having a home and your own belongings is better however.
There are often Homeless people walking down 13th near Logan Square.
Go to Dupont Circle in the park in the middle there are many homeless men and women.
Malcom X Park sometimes there are some.
Also, there are often Homeless out in the parks like downtown near Metro Center.
I hope you find him/her. Your story sounds very sad.
You could also try Thrive DC.
They work with the homeless (feed them, provide them with clothing, job and housing help, etc.) and keep intake files on people who come to them for help.
They probably won't be able to help you locate the person, but if the person passed through there, they may be able to help.
