Does anyone happen to know any areas in Washington, DC where homeless people usually congregate? A group and I would like to hand out food, but we heard from people that because of the city's restrictions it's becoming more difficult to find homeless.
Please kindly let me know of any places!

Under the bridge on Maine Ave, SW.. the park by Farragut North and West sometimes. Or you could just wait outside by DC Central Kitchen (2nd Street NW)

It's a good idea but I would look into and take the laws that apply seriously. They may protect you legally, e.g., if you were to hand out food and someone got sick from it. I would also look into agencies and churches that take food donations.
I have seen an increased amount of open panhandling inside Metro stations and trains of late. Some folks have huge trolleys of stuff on the train and I don't know how they offload it off and on quickly.

Just walk. They're pretty common. Though the folks selling stuff on Metro aren't panhandling. They're just hustlin. Don't be surprised if they want cigarettes, money, or alcohol instead of food. I've had many offers of food rejected, but never a cigarette or light.

In front of Union Station and the MLK Library in Chinatown (I think one of the shuttles drops off there).

It is a good idea to look into whatever laws there are or existing places for them to get food.

My advice would be to try to get in with one of the area churches or shelters who regularly distribute food, frequently in the downtown parks. I think there is one that operates daily down in Franklin Park, and they serve a lot of people. Head down there around lunchtime and chat with them.

I'm not aware of any city restrictions in place about where and when homeless people can congregate--I've never had any trouble locating homeless people during my regular walks throughout downtown.

Regarding the bridges over Maine Ave, somebody has cleaned up and fenced that area off. (Maybe the Mandarin Oriental wanted to improve the surroundings for its guests paying whatever ridiculous price its room's are).

There's still some homeless people who sleep under the 395 bridge, just before the left exit to get on 395 South. I just saw them last night.

14thandYou makes a good point - there are tons of organizations and shelters that provide food. Might be wiser to target your donations to those so it's within the system and the homeless already know where to go for those resources.
