Will City Center be able to bring in the high-end brand names (Louis Vuitton, Hermes, Gucci) to downtown? Most other major US cities have had no trouble attracting these brands to their downtown but DC has struggled. Will City center help pull these names? With how wealthy DC has become you would hint that these brands would already be downtown.
Unlike other cities DC's premier shopping district is outside of the CBD (Georgetown and Friendship Heights to an extent) so DC is unique in this sense. DC could have been has a poppin downtown but the shine went to G-town instead. It's gonna be hard for downtown DC to compete with 5th ave, Mag Mile, or Center City Philly.
I think it's safe to say there will be high end stores there, too early to tell. But with condos starting at $600K and townhomes starting at about $1M it's safe to say a lot of the stores will be 'high end'. With the major investors being from Qatar, it will be very exclusive and high end.
