I'm moving soon to Clarksburg, MD and the house is wired for Fios phone and internet, but it says Fios TV is pending.

I contacted Verizon and they said it was pending due to negotiations with the local government concerning franchising rights, but they couldn't give an estimate when / if they might be resolved.

Does anyone in Clarksburg have Fios TV service? Do they have any other cable TV providers (like Comcast), or do I have to sign up for satellite TV (which I really don't want to do).

No, it doesn't look like they have Fios TV or Fios Internet just yet.

Check availability of different Verizon services...

Update: I do get FIOS in my home in Clarksburg. It wasn't showing up in their system because it's a new community (Gateway Commons) and the cables weren't run down my street yet.
