I’m new to PG County and bought a home. I would like to add a second floor addition - what has been your experience in PG County when applying for the construction permits? I hope is not difficult.

And you've had an architect and engineer in BEFORE you bought?
And they agreed the basic structure will endure/suit the work?
And they agreed that the zoning on that block allows it?
And they agreed that the lot size and set backs etc are adequate?
And they've prepared the construction documents needed?
And they've advised/recommended the 2 or 4 contractors in the area who are KNOWN to do this well?
And you've all met and discussed and agreed on money and other messy details?

What did the architect tell you to expect?
Time? Money? Common conflicts? Potential hiccups?

Given all the above... and if you're willing to write the check required ...it's often the easiest part of the whole job. Anywhere.
It's also best done BY the experienced contractor mentioned above.
