Whether she would be happy in the area is a different question, which only she can answer. I believe there are enough moderate conservatives that she could find a niche of friends. Ohhh I missed that she's self employed. In that case, run, don't walk - the taxes and hurdles you will face opening a business here are so high that you'll hate it after a year.

If there is so much financial hurdles in getting started in the DC area, do you think Philadelphia be a better option. Promote in both Philly and DC, gain a customer base then move to DC when able to afford?

I don't know Philadelphia well. However, it is not growing fast (only 2% in 10 years). I would think you would be better in a growing area where people are moving in and need new draperies. Perhaps a retirement are like southern Delaware would be better.
