I rent in Silver Spring and my family is in PA. I plan to purchase a new car and may be moving to a different area closer to the place I work. If given the choice, would you register in PA, Maryland, DC, or Virginia? I'm wondering about the cost of registration, inspection requirement, and auto insurance.

If you're planning to stay in MD register it here. Insurance differences are probably negligible and MD hammers you if you're caught driving an out of state car if you claim residence here. Also, living here as a resident and insuring it in, say, PA may cause your insurance to not cover you if you have a claim (look on your policy, it'll have a statement about "driving it in the area of registration").

PA you'd have to take it back every year for inspection (if you let it lapse because you won't be taking it to PA can still get you a MD ticket-got one of those years ago). VA has other wrinkles.

I would stay away from Virginia because they have a personal property tax over and above all the registration fees. Maryland takes 6% off the top but it only happens once and the same goes for inspections. It cost $56 but you only pay once. Virginia comes to you with its hand out every year. I don't know about DC other than getting the car inspected and registered is a major ordeal.

Thanks for the info. BTW, Maryland has only emission test not the full check each year, right? How much does it cost? In PA, you have to spend $50 to $80 each year on this state inspection.

Your out of state car gets the safety inspection once, when you register it. It is tougher than PA's. The emissions testing is every other year and costs $14.
