The interesting point, as you mentioned, is that Volvo is selling vehicles with different emissions equipment in the first place. Seems like production costs could be saved if they simply made them all the same unless there is a component that is particularly expensive...?

I recall looking at some Fords and Chevys a while back and one of the dealer options on all of them was "California Emissions". It carried an extra cost. I live in Texas, so paid little attention to the details though. It would seem that only California cars get the California Emissions package by default though. The rest of the country gets something cheaper.
